UK-US Transatlantic Trade Quarterly Policy Update & Fireside Chat – How are recent Brexit, UK-US Free Trade Agreement, and global pandemic developments affecting your business?

On Tuesday, March 25, 2021, the British American Business Council of Greater Philadelphia collaborated with leading international trade organizations operating in our region for the first policy update since the UK reached the end of the Brexit transition period. We are honored to partner with the Department for International Trade and the British Consulate-General New York to offer timely insider knowledge about recent developments that are influencing transatlantic commerce and offer a regional perspective from the Department for the Economy of Northern Ireland.

The fireside chat focused on the UK/EU’s trade and co-operation agreement, the UK-US Free Trade Agreement (FTA) priorities under the new US Administration, in addition to the Green Industrial Revolution and global climate change action in the lead up to the Conference of the Parties (COP26) in November 2021.

Antony Phillipson, Her Majesty’s Trade Commissioner and Giulia Ní Dhulchaointigh, Department for the Economy Northern Ireland, were featured speakers.  Neil Boyden Tanner, General Counsel, International Markets, Cigna and UK-US Government Liaison, British American Business Council of Greater Philadelphia moderated the session.

Antony Phillipson
British Consul General in New York and Her Majesty’s Trade Commissioner for North America

Antony was announced as Her Majesty’s Trade Commissioner (HMTC) for North America in February 2018. He became Her Majesty’s Consul General in New York in November 2017.

Antony joined the Civil Service in 1993.

He has held a number of posts in Her Majesty’s Government.

Previous roles include:

  • Principal Private Secretary to the Secretary of State for Trade and Industry
  • Counsellor at the Embassy in Washington
  • Prime Minister’s Private Secretary for Foreign Affairs
  • Head of the FCO Iran Coordination Group
  • High Commissioner to Singapore
  • Director (EU External), European and Global Issues Secretariat, Cabinet Office
  • Director of Trade and Partnerships in the Department for Exiting the European Union (DexEU)

Antony has a degree in modern history from the University of Oxford.

Giulia ní Dhulchaointigh
Deputy Director of the Trade Negotiations Division in Department for the Economy

Giulia ní Dhulchaointigh is Deputy Director of the Trade Negotiations Division in Department for the Economy in Northern Ireland covering the wide range of issues around Northern Ireland’s external trade particularly related to the outworking of the withdrawal of the UK from the EU.

Neil Boyden Tanner
General Counsel, International Markets, Cigna

Neil Boyden Tanner is General Counsel, International Markets, Cigna, a Fortune 20 global health services
company. In this role he is responsible for all legal matters related to Cigna’s non-U.S. businesses, as well as all U.S. based cross-border businesses. With more than 12 million customers in over 200 countries and jurisdictions, the segment includes a variety of businesses including health, life, disability, supplemental and expatriate health insurance for both groups like the world’s largest employers and intergovernmental organizations, as well as high-net-worth globally mobile individual employees and retirees. Cigna has on the ground operations in North America, Europe, the Middle East and throughout the Asia Pacific region, as well as multiple joint ventures in a variety of locations around the world.

Prior to serving as General Counsel, International Markets, Mr. Tanner was Corporate Secretary at which
time his responsibilities included Board matters, securities law, governance matters, global subsidiary
maintenance and treasury law matters. He was also previously Chief Counsel for US Business Law with
responsibility for legal matters in Cigna’s businesses in the United States, including Medical / Health, Dental, Supplemental, Behavioral Health, Pharmacy, Vision Care, Health Coaching, Condition Management, Group life, accident and disability insurance, Medicare and Medicaid businesses. In the past, he has also served as Chief Counsel of Cigna Global Health Benefits (the global expatriate insurance business), Cigna’s International Chief Compliance Officer managing global compliance matters, Deputy Chief Counsel for all of Cigna’s international operations and Chief Counsel of Cigna’s Global Employer Segment. Mr. Tanner reports to the General Counsel and serves on various organizational leadership teams.

Prior to joining Cigna, Mr. Tanner was Associate General Counsel – International and a member of Executive Leadership Council at ARAMARK (a Fortune 500 food and facilities provider with approximately 270,000 employees in 22 countries). He also served as their Foreign Corrupt Practices Act Compliance Officer and legal advisor on global privacy matters. Prior to joining ARAMARK, he was an attorney at Pepper Hamilton LLP practicing in the corporate and securities, mergers and acquisitions, intellectual property (transactional) and international groups.

Mr. Tanner also serves on the Board of Trustees of the American University of Rome, for which he serves as Chair of the Trusteeship Committee and as a member of the Executive Committee. He also serves on the Board of Directors of the British American Business Council, for which he previously served as President. He has formerly served as National Representative from the United States to the Association Internationale des Jeunes Avocats (AIJA) and served on the Extended Bureau (Board) of the same, for which AIJA name him an Honorary lifetime member. He also served on the Board of Directors of the US Airways/American Airlines Education Foundation, for which he chaired the Scholarship Committee and he served on the merger transition committee.

Previously, Mr. Tanner was named a 2013 Eisenhower Fellow, during which he studied successful strategies for attracting Foreign Direct Investment into Brazil, Singapore and Vietnam. He was also named by the Legal Intelligencer and PA Law Weekly as one of “50 on the Fast Track”, he was named a “Rising Star” multiple times in the annual Super Lawyers survey, and in 2007 he was named one of the “40 Under 40” business leaders by the Philadelphia Business Journal.

Mr. Tanner received his Juris Doctor and Advanced Graduate Certificate in East Asian Studies from the University of Pittsburgh; a Certificate in International Maritime Law from the University of the Aegean in Rhodes, Greece; a Masters of Governmental Administration from the Fels Center of Government at the University of Pennsylvania; his Bachelor of Arts in International Relations-Political Economy from the College of William and Mary; and a Certificate in Japanese Studies from Shoin University in Kobe, Japan. Mr. Tanner also completed law study in the Japanese language at the Tokyo campus of the Temple University School of Law and business study at INSEAD in both Singapore and France.
